Canadian bitcoin exchange arbitrage question

I first started investing in bitcoins using the site www.cavirtex.com
The prices since mid august per bitcoin have been consistently about 10$ less than on mt gox. What is stopping canadians from buying on CAvirtex and selling on mt gox nonstop?
The only reason I havent done this is because my mt gox account is not yet verified through apostille which soulds like a difficult process. Once you get your mt gox verified you can withdraw up to like $100,000 per month.

Why Bitcoin price is rising on ALL exchanges, and how I see this playing out. [TL;DR: Taiwan arbitrage]

Everyone knows the issue with Bitfinex USD withdrawals being blocked by Wells Fargo.
So now that fiat withdrawals are blocked, everyone is panicking, and those with USD trapped in Bitfinex are buying up BTC to send out of Bitfinex (causing Bitfinex BTC prices to skyrocket and creating a spread).
BUT why are the other exchanges being affected?
Well, here is a KEY point in the Bitfinex post: https://www.bitfinex.com/posts/201
Domestic transfers in all currencies within Taiwan, however, are working with no problems or delays.
This is a GOLDEN opportunity for ANYONE living in Taiwan right now.
You can send bitcoins to Bitfinex, sell them at a $100 premium, then withdraw with no problems to your local Taiwan bank.
Then you can just grab some bitcoins from another exchange and repeat.
This is what is keeping the spread from not going out of control, and is causing the price to rise on other exchanges.
So how will this play out?
Eventually, everyone with USD who wants to run away from Bitfinex will have bought bitcoins at a premium and sent them out.
Thus, Bitfinex can continue as either a Taiwan-only exchange, or a crypto-only exchange (and only allowing fiat transactions for only Taiwanese clients).
Doesn't sound as bad "a Mt.Gox scenario" imo, as them having liquidity in Taiwan will still give them a way to maintain an inflow of BTC to their exchange.
TL;DR: If you live in Taiwan, GO sell bitcoins on Bitfinex, it's a free $100 each

Genuine question about Korean exchange arbitrage from a Bitcoin Cash enthusiast.

Since its inception, I've watched Bitcoin cash closer than any other coin. It is one of the few crypto I truly believe in and is THE crypto I support most in the crypto race. My question is rather newbish but as of this morning I'm noticing there is significant arbitrage between Korean exchanges and all others. Is it possible to arbitrage the $1,176 USD Bitcoin price difference between US and Indian exchanges?

You can currently buy a bitcoin on a US exchange for $9,718, while in Indian exchanges you can sell them for ₹ 702,686 = $10,895. So before foreign exchange fees, you could be netting a profit of $1,176 per Bitcoin.
I'm in the US, and can buy bitcoins here instantly. However I don't have an Indian bank account, so I can't transfer the rupees back to my US bank account. Is it possible for someone from outside of the country to open an Indian bank account?
